 There was a time, whence search engine algorithms were in their infancy and were not capable of making out plagiarism. Duplicacy was tolerated to a large extent and websites and content flourished. This was not to be for long as the algorithms were evolving and inducting  filters and mechanisms to oust trash or spam

The effort behind filters like Panda and Penguin was to make out spam and duplicate content. These pages, off-page content, and blogs were expelled from SERP or completely penalized.  This was starting off a new phase and the search engine wanted to put the best results forward.
